實驗動物中心因應疫情應變措施
第一階段：飼育人員採輪班制，即日起實施(2021/5/17)

1. 目前正在進行的實驗：
   (1) 減少實驗動物使用量，儘快結束進行中的實驗。

(2) 強烈建議繁殖實驗室暫停配種。特殊品系請考慮至國家實驗動物中心進行保種

(3) 兔子、天竺鼠、雞建議延後引進。

1. 尚未進行的動物實驗，建議延後實施，請勿引進動物，相關計畫執行與動物申請問題，請詢問動物中心與動照會聯絡人。
2. 研究人員須配戴口罩進入動物中心各樓層，進入後無需再更換動物中心紙口罩。
3. 禁止曾與確診人士接觸者進入動物中心 (確認案例依照中央疫情指揮中心公告為準)。
4. 於動物中心外的動物實驗，只允許當日結束實驗。防疫期間動物中心將加強稽核，違反者IACUC將停止該動物實驗計畫，並呈報校務會議。
5. 動物中心將基於不影響實驗人員的情況下，維持動物飼育以及貴重儀器操作進行。防疫期間如有動物中心貴重儀器之申請與使用問題，請與各負責同仁聯繫。

第二階段：校方通知停班停課，研究人員無法進入動物中心

動物中心將依校方防疫小組會議決議維持基本人力，執行遠距輪班模式，由本中心飼育員協助照護動物，實驗人員與操作人員禁止進出。

第三階段：當動物中心須長期全面關閉，無法提供飼養，動物基本生存需求無法維持時，基於動保法，動物中心獸醫師將對動物實施安樂死，並發信通知計畫主持人。

TMU IACUC and LAC Announcement on COVID-19 Pandemic Phased Plan

Immediate action (starts from 2021/5/17):

1. The ongoing experiments:

(1) Reduce the use of experiment animals and end the ongoing experiments as soon as possible.

(2) Breeding laboratories are strongly advised to suspend mating. For special strains, please

consider the National Laboratory Animal Center for conservation

(3) Rabbit, guinea pig and chicken are advised to postponed.

2. For animal experiments that have not yet been performed, it is recommended to postpone the implementation. Please do not introduce animals. For the implementation of related plans and application for animals, please consult LAC and the IACUC officer.
3. Researchers must wear masks to access all floors of LAC, and there is no need to change the paper masks provided by LAC after entering.
4. It is forbidden for those who have been in contact with COVID-19 confirmed persons to enter LAC (confirmed cases shall be subject to the announcement of the Central Epidemic Command Center).
5. Animal experiments performed outside LAC are only allowed to end on the same day. During the epidemic prevention period, LAC will strengthen the audit, IACUC will stop the animal proposal of violator and report it to TMU committee.
6. LAC will maintain animal housing and provide equipment services on the basis of not affecting animal experiments. During the epidemic prevention period, if you have any questions about the application and use equipment service in LAC, please contact technician in charge.

 

Phase 2: TMU closed, researchers will not be able to enter LAC

LAC will maintain the basic manpower in accordance with the resolution of TMU’s epidemic prevention team meeting, and implement the long-distance shift mode. Researchers and users are prohibited to enter LAC.

 

Phase 3: When LAC have to completely closed for a long period of time, feeding cannot be provided, and the basic survival needs of the animal cannot be maintained, based on the Animal Protection Act of Taiwan, LAC veterinarian will euthanize the animals and send a letter to inform the PIs.

 

Institutional Animal Care and Use Committee (IACUC)

The office of IACUC and Laboratory Animal Center (LAC) have planned contingency measures for the epidemic status of COVID-19. We hope that all users can fully cooperate with relevant regulations and stay safely in this crisis. 立法院昨天三讀修正動物保護法，將「不作為」也納入虐待動物的範疇，未來若因此使動物遭受傷害，致動物肢體嚴重殘缺或重要器官功能喪失，可依法處罰。

動保法第三條第十款中對虐待的定義，原為除飼養、管領或處置目的之必須行為外，以暴力、不當使用藥品或其他方法，致傷害動物或使其無法維持正常生理狀態之行為。三讀修正條文，將不當使用器物及不作為，也納入虐待的範疇。

提案修法的民進黨立委陳亭妃表示，過去對虐待的定義是需要做出毆打等外力行為，但不給動物吃喝導致動物餓死、讓動物自生自滅，也是虐待，因此修正條文也納入虐待範疇。

依現行動保法第六條，任何人不得騷擾、虐待或傷害動物；動保法第廿五條則規定，若違反動保法第六條，宰殺、故意傷害或使動物遭受傷害，致動物肢體嚴重殘缺或重要器官功能喪失，可處二年以下有期徒刑或拘役，併科廿萬元以上，二百萬元以下罰金。

各位師長及研究人員您好，

有鑑於本校已指定列為110年度農委會查核對象(附件1)，北市府動物保護處日前已聯絡動物中心將於近期內實地訪查(時間尚未確定)。為符合農委會相關規範，以下事項懇請各位師生協助配合:

1. 進行繁殖或特殊實驗分組者，請確保籠內飼養密度符合規範(小鼠5隻一籠，大鼠3隻一籠。肥胖大鼠建議一隻一籠)。
2. 使用兔子請每月確實量秤體重並記錄，體重不可超過4公斤。
3. 腫瘤接種小鼠經動物中心通知腫瘤過大或壞死時，請儘早結束實驗。
4. 其他健康狀況不佳經動物中心通知，請儘早結束實驗。
5. 自3/8(一)起為確實記錄各計畫書中所安樂死之動物，動物中心在各區域操作室之安樂死設備旁會提供「實驗動物安樂死犧牲紀錄」貼紙，請依照填寫範例(附件2)填寫後放置於B2F之4°C冰箱(附圖)，屆時B2F之-20°C冰箱將不開放自行使用。4F兔及雞安樂死後填寫「實驗動物安樂死犧牲紀錄」貼紙，並黏貼於盛裝動物屍體的醫療廢棄物塑膠袋上，仍放置於-20°C冰箱。

Dear TMU faculty,

In view of the fact that TMU has been designated as the inspection object of the annual scientific application agency from the Council of Agriculture (attachment 1), the Animal Protection Department of Taipei City government has contacted LAC for a field visit in the near future (the time has not been determined). In order to comply with the relevant regulations of the Council of Agriculture, teachers and students are kindly requested to cooperate in the following matters:

1. For those who are grouped for breeding or special experiments, please ensure that the cage density meets the specifications (5 mice per cage, 3 rats per cage. Obese rats are recommended to be one cage per cage).
2. When using rabbits, please measure and record the weight every month, and the weight should not exceed 4 kg.
3. When the tumor inoculated mice are notified by LAC that the tumor is too large or necrotic, please end the experiment as soon as possible.
4. Other poor health conditions are notified by LAC, please end the experiment as soon as possible.
5. Since 3/8 (Monday), in order to accurately record the animals euthanized in each animal protocol, LAC will provide a sticker of “Euthanasia Record of Laboratory Animals” next to the euthanasia equipment in the operation room of each area. Please follow the filling example (attachment 2).  After filling it, place it in the 4°C refrigerator of B2F (attached pictures). At that time, the -20°C refrigerator of B2F will not be open for self-use. In the 4F, after rabbits and chickens are euthanized, fill in the “Experimental Animal Euthanasia Sacrifice Record” sticker, and paste it on the medical waste plastic bag containing the animal carcass, and keep it in the -20°C refrigerator.
